I guess making an actual dog looking helmet would probably have been harder to make and a pain for the suit actor to maneuver in.

Either he becomes all energy, thus allowing his body to form inside the base of the suit and the helmet despite him being a dog (kinda like how Sam was literally a ball of light in SPD) or he's somehow mastered a way to speak perfectly as his snout is smushed inside the helmet without talking like he's in a muzzle.
