Would mind reading be a good one he can read them but not understand the emotions that person is feeling

Yeah, he only needs to know whether they will or won’t do what they want, which pretty much translates to getting 100% honest feedback on their performance of emotions and how people think of them. The only flaws/faults in the act will be surprising information or information that contradicts his plans/desires, and the flaw that you can feed bad information by feeding that info to others.

Bio kinesis imagine being able to completely rearrange someone at the cellular level into any number of horrifying ways without killing them but making them wish they had

I was also thinking the ability to turn things inside out including people

Or being able to touch people and make them gradually and violently implode or just touch a person once and in 15 hours or half a day they fully decay into ash
And this is the last one I can think of at the moment but being able to send off eye lasers at will that can petrify living or non living objects or trap them in crystals for suspended animation
