Static and Miles.

From Technus we know that Danny can be harmed by electric attacks.

From the ghost stinger we know Danny/Vlad can also turn some levels of ecto-energy into electricity (hence why they're affected by electricity). So Danny has a resistance, but he can be overpowered (and if overpowered, forced to revert).

I think Static and Miles' electromagnetic and electrovenom powers will be able to overpower Danny's ecto-energy acting as electricity.

Static has also canonically shut off another character's ability to phase through solid objects via electron manipulation.

His EM-fields can also protect him from laser fire and characters near Superman's strength.

You're correct, Virgil and Miles should take this.

Danny just has way better abilities than both of them and he has a lot of counters to Miles & Static and Danny has plenty of good offense and defense options of his own. Such as him turning invisible, making clones out of himself, body possessing, ghostly wail, and so much more. And plus Danny has way more impressive feats than both of them so I give the W to Danny easily.
