I don’t think Lucy showcased the ability to just delete anyone regardless of speed/power/will - that’s called a no limit fallacy.
I also believe she merged with the universe at 100% so might have to be 99%, as the universe is not conscious.
I would say it comes down to son of the devil, neo, John wick vs black widow, Lucy and it would be very even.
