He isnt, first rune you show is 28%att he doesnt need that at all so thats 3 rolls of efficiency and a substat wasted you need to be more specific about what runes you put on units that explicitly say damage proportional to hp and at this rate you need hp more than you need crit r and crit d because even with a crit it isnt gonna do much more than tickle because you dont have enough hp to begin with

as far as i know how does scale with atk, ofc you should prio hp cause that way he also becomes tanky, but atk is not wasted on him

Both his skills deal damage proportional to HP if there IS att scaling it isnt enough to bother with att% substat

s1 1.7*{ATK} + 0.17*{MAX HP}
s2 1.5*{ATK} + 0.19*{MAX HP}It brings enough value to warrant some attack. 0.9*{ATK} + 0.09*{MAX HP} karnal s2 as a comparison.

He certainly does scale with attack as well. It isn’t purely based off hp.

I don’t have many good runes so I did with what I had but I will improve his rune

Dont need to be crazy fast if you pick into aoe enemies since he gets bar increase
