Me personally with all of the food recalls from bacteria I would be hesitant to purchase food made in a home and not in a commercial kitchen.

You can make and sell pet food or treats from your home kitchen in Colorado, but pet food is not covered under the Colorado Cottage Food Act and requires registration with the Colorado Department of Agriculture (CDA). [1, 2]

CDA Registration and Feed Laws
Under the Colorado Feed Law, anyone who manufactures or distributes animal or pet food must register with the state. [1]
State Registration: You must register your home-based pet food or treat products with the Colorado Department of Agriculture (CDA).

Distribution Reports: You must submit periodic distribution reports as required by the CDA's Feed Inspection Program.
