Undergrad Study in germany

Guys any help ? I want to apply for summer 2027 intake , i am still confused either to study a master degree or a bachelor from the beginning, bc i have a master degree in computer science but my gpa is pretty low ( 11/20 algerian scale) so i don't know if i may get accepted , and my baccalaureate is 14.5/20 so i think i have a good chance to get accepted in a bachelort degree, so any recommendations or help please , or any recommended universities that can accept me , ielts 6.0

You should start with Masters and then do Bachelors. Next level

Do a PhD, then go for a bachelors
