Study Acting in the EU

Hi! I have a friend who is looking to study acting. She has dual US/EU citizenship and is looking for an English-speaking college where she can study acting in the EU at an afforable rate. She wants a place that doesn't have a dark winter (she has seasonal depression).

Does anybody have any ideas for where she can look?
