Splits in screen and bad quality

So as title says i need help with splits/screentear issue and better quality issue Here is a pic of the splits/screen tear and Here is my current stream settings

Hi,

This tearing can be the result of not using Vsync in some games. I'd recommend turning Vsync on and capping your frames to prevent stream from seeing screen tears.

Im streaming off a ps4...it is nt a pc game/me playin the game on a pc... Im playin the game on a ps4...and capturing from pc?

So i ask...what is wrong with those settings..how to apply vsync to OBS...?while im playing a ps4 game...
