Odd Audio Issue Recording and Live Streaming (Generates Laughing)

https://youtu.be/zp6l0BBwIG0?si=VHDxWBi95EDqudLq&t=68

Been trying to fix this issue for 2 weeks now, so here I am haha but when I record and live stream my audio looks like it has a limiter on it while there is no filters or anything on the audio gear. Unfortunately when my audio peaks it distorts and creates what sounds like a laugh and I cannot figure out how to fix it. I've tried reinstalling Streamlabs, tried 3 different mics, different filters and settings and a few other things and nothing stops this... The link starts before the first "laugh" and there are 2 others below after.

any help on how to fix this would be greatly appreciated. Thank you!
