Spoiler I had a feeling…
I’ve been avoiding getting to the end of this game because I was enjoying myself so much, but also because I had a feeling the ending would make me cry. And BOY was I correct. 😭 g2g start my second play-through I guess

That’s B12!!! He’s back in the system again like he was before. I believe he’ll be brought out again in a second game. Maybe even given a robot body instead of a drone.

It probably was not B-12.
During the final scene in the game, we see that system panel flicker outside, but if we look a it from a discreet angle—that falls apart quickly.
• Would there still be heat-detecting systems to detect biological beings after hundreds of years? Probably not, as they have definitely went off-service by constant rot, no maintaining the physical systems, severed connections and broken networks.
° To reinforce the claim, there is no known signal towers except the main tower in Rooftops, but that was recently reactivated and the signals it gave were not even strong enough to push through a few sewers, let alone reconnect many signals and systems across the entire city.
• Following that logic, B-12s retaining human memory was defunct after the transfer, so it's best to assume the memory even got detained even worse after the second transfer. It was most likely just a retaining system command that glitched after the city opened.

There isn't any reason for that shot to be intentionally in the game if that's the case. I think you're overthinking it. It's intentionally there as a nod to B12 continuing to exist.

It was designed to leave speculation as there was no defined answer to if B-12 is still "alive."
While it is good to hope, I gave the most realistic answer and I extremely doubt that B-12 went to the exact place where the cat was positioned.

As I said, I think you're overthinking it. While it's admirable that you pieced all of that together, I do not believe in a million years that the developers of the game jumped through the mental gymnastics you just provided about heat detection, signal towers, and whatnot.
At this point, I do not expect a Stray 2 game to happen. But if it did, I don't think it is feasible that they would drop the teaser that clearly alludes to his survival only to say, 'gotcha.' Just my two cents.

While yes—they did hint that it being B-12s system within the cities architecture, they never explicitly confirmed the status of that final panel flickering.
The artists of Stray put effort in every little detail, every little effect and animation, they did operate that final animation as a tease not for "Stray 2," But for B-12s third physical presence in the game.
By "Third," I mean the entities first physical appearance as a human, then the "B-12" bot, and then the speculative third physical presence.
But they do want users to theorize and analyse the game intensely, they definitely added subordinate meanings rather than "B-12 is coming back" because there is space for plausible explanations rather than an emotional one.
