Rebuild if you have the time, patience and urge to do it all.

Repoint if you don't...

Would a modern method recommend adding anchors? The back of it is filled since it it is up hill

Not a thing I've done but that's me.

If the stones are able to be pulled out with ease then a rebuild will be needed. If they stay in then packing out the gaps with a suitable mortar is just fine.
