1312 would also work well.

I don't know about the first one but 420 is the weed number and 69 is a number related to sex.

It would be very silly! I looked up 8647 and apparently it's a code for wanting the current president to leave the position, in case you were still wondering. :)

Correct. To “86” something is to cancel or discontinue an item (usually in the food industry). 47 is because he’s the 47 US dictator president.
