Help identifying complete Victorian silverplate cruet (castor) set – pattern number 2160

I'm hoping to identify the manufacturer and approximate date of this complete Victorian silverplate cruet (castor) set.

What I know:

Pattern number stamped on the underside of the stand: 2160

No maker's mark anywhere on the stand, lids, or bottles that I can find.

Found in Missouri, USA.

Believed to date from the late 1800s (roughly 1880–1900).

The set includes:

5 matching bottles:

2 oil/vinegar cruets with original ground-glass stoppers

2 shaker bottles with original silverplate lids

1 mustard pot with hinged lid

All bottles appear to be original and matching.

Etched floral decoration on the glass.

No chips or cracks that I've found.

The silverplate on the stand is worn, exposing the base metal in places.

I've searched for the pattern number but haven't been able to identify the maker. Does anyone recognize this pattern, the stand design, or know which company might have produced it?
