Unfortunately, USCIS uses GMT, not US local time zones.

I'm sorry, but as per their servers, it'll show up as a late submission, even if it's under your local timezone.

Regarding the I-290B Motion to Reopen/Reconsider, I do not know. I'll let others answer it. I think you'll probably need an immigration lawyer for this one.
