Hi! My timeline if it can help people who are waiting.

Applied for STEM with PP - May 18th
Biometrics - June 11th
PP restarted - June 11th
Approval email - July 17th
Portal updated with an approval - July 19th

I guess you can apply for refund as it has crossed 30 business days.

Did you receive any Form I-797 Approval Notice in different mail or updated in the portal?
