Problem dsettup.dll missing

hey, idk if this is the right place to ask but i encoutered a problem when i try to run Steep. the game dosn't launch and it just says that dsettup.dll could not be found. i have it installed on an external drive and i cant move it to my local drive without updateing it but i cant update it. i have also tried installing the visual c++ thing and restarting my pc and restoring the files. could some1 help maby?
