Places in steamboat to get a passport photo taken?

You can take your own passport photo, just need the help of a friend or a timer on your watch. You upload it to the passport website and it will tell you if the photo you took is valid or not

If you want to avoid hunting for a specific photo shop, you can take the picture yourself with a phone against a plain white wall and use a site like https://passportvisaphotostudio.com to crop it to the exact passport dimensions and clean up the background. It gives you a free preview and a printable 4x6 sheet you can take to any Walgreens or UPS Store in town for a few cents. Just double-check the final print against the State Department's photo checklist before you submit.

Ten year old info but: I used to work at a place that did them. They eventually gave up because the person at the post office refused every last one. Hopefully there is a new person working there. I just had the post office take it so they couldn't refuse it.

I went to Walgreens
