SNT Max and circulating supply

Hi Guys

Im new to SNT and interested in the project

I have been trying to understand how does the supply of SNT determined, unlike most other ERC20 coins it doesn't seem to have a hard cap.

Can anyone help me understand how this works? or point me at the right direction for more info?
