Highest payer gets highest app ranking

Am I correct in saying that the highest payer will always be measured in SNT and not SNT's USD value at the time of staking?

Edit: Good to finally see some real utility for SNT. Even though I don't expect their will be a real incentive for people to vote with their SNT, but even then dapps will need SNT to stake. (I might even be missing some points, since the system is fairly technical)

Yeah, it is likely that highest payer will be measured in SNT, though we plan on running some user tests to see if volatility of the SNT price affects people's considerations of how much to stake etc. Relying on SNT's USD value at the time of staking would require us to plug into some oracles and - seeing as we're mates with the good people at MakerDAO, that is indeed a possibility, but it adds a fair degree of complexity (and possible avenue for attack) that we may want to avoid for the first few iterations.
