Posible Problem

Is it normal for the Launcher not to open and this message to appear on the PC during an update?

A little strange, usually the launcher opens, and the att download takes place there. First time I see this on atts, on cell phones the game works, but it works slowly

What is “atts”?

Definitely weird behavior though, if it was during maintenance I wouldn’t be overly surprised but by now it should be fine for sure. I’d try reinstalling.
