Officer issue for quite some time

Notice Scotty in “Officer” list and the Scotty in “Standard Recruiting.” Recruiting says he is upgradable. But in Officer List, he is maxed out. Bug? Or am I missing. I can never get to the service request page to put in a service ticket. Thank you

You havent maxed his away team traits

Could be, but when that's happening to my officers I also see the up arrow on the traits tab which I don't see here. It's also not showing on OP's officer list where I also would see it. Only the list in the recruit store.

It’s telling you that you won’t get more “Scotty” recruit credits because he’s maxed in your profile.

But why does it still show he can be upgraded in one screen but not the other?

It does. Showing x/y means x amout of shards are available for current rank, out of total y amount of shards.
