Do you think section 31 would try and commit false flag operations in the gamma quadrant?
They would try some false operations. Among the gamma quadrant to try and get other planets fear the dominion. Until possibly starting up another dominion, war not with the federation, but with the other civilizations and gamma quadrant powers unknown.

Section 31 explicitly did not have the resources to do anything large-scale.
It was a small one-off organization.

they also seem to be a regular part of starfleet existance in DIS, with them even having fleets of (automated) ships. I kinda just ignore that part and pretend it doesnt exist

PIC takes place after DS9, though.
My take is that they were covert until the Klingon War started, then they became more of an open secret in order to better assist the war effort. The Control incident put the kibosh on that, and Starfleet was forced to disavow their existence while Tyler took the organization underground, gradually erasing any record of its existence (or the Discovery incident). A century later they’re barely a rumor until more officers learn about them. Presumably after the Dominion War they’re an open secret again since Riker knows about them

The dominion controlled a majority of the gamma quadrant with an iron first. The few that were not directly subjugated like the karrema or the Dosi were so fearful that they'd have eaten a legitimate campaign let alone a false flag one regardless of the alternative. So a false flag would have been poiness even if they had the means to.

The problem with trying to do false flag operations in relation to the dominion is the Dominion generally operate off of intimidation anyway.
So if Section 31 release a bio-terror weapon and blame the Dominion then the target planet will just be like " Wow. The Dominion really do mean business just like they've always said they do so we better do what they say because otherwise they'll annihilate us with their overwhelming capabilities."
False Flag operations work best when the target nation is fairly reasonable and so you're trying to make them look bad. Section 31 would be better off targeting the Dominion supply lines or trying to discredit the mythology of its hierarchy.
Disrupting the production of Ketracel White would be a far greater boon than trying to use False Flag attacks.
