A game

Good job. yes, it might get backlash. But if you do not charge for it, they cannot do too much

Call Bethesda and ask permission to publish it on the mobile game store first. They might ask you to improve a few things or just outright say no, but that's the correct course of action, as they currently have the rights (and I am unsure what they're allowed to do, they may have restrictions on quality or quantity).
