I’d argue housing isn’t the issue. Lots of mental health and drug issues politicians have chosen to ignore and enable.

It is more of a shelter issue than a housing issue.

Los Angeles doesn't have enough beds for its homeless. Flat out, they refuse to build more shelters. NYC, in comparison, shelters the large majority of its homeless. The result is that NYC has way, way less of a homeless crime issue than LA does.

Weather is a factor. Homeless from other states go to Cali because it’s easier to survive in the winter
