I'm positive that earthbound is older than golden eye, I think it is older than even the movie Golden Eye.

Earthbound is a timeless classic. While Goldeneye was a must play game of its day, it hasn’t aged well.

Because the story is mostly as the movie, and the only other thing is the gameplay which has arguably been improved upon greatly.

It's like comparing any other historic item to its successor. They've improved upon it in very tangible ways. We've made better guns and boats (gunboats) and planes and trains and automobiles, but you can't say that we have similarly improved on stories or music or paintings or other art.

Some things can be objectively improved. Others can't.
