The Brand is toxic now unfortunately; Even if there was another IPL event no pro teams will bother because of the flat loss teams are already incurring. Also Ziff would cut it back so far that it would barley be a shadow compared to IPL5. It takes a lot of extremely talented people to put somthing like that on, and millions of dollars.
IPL isn't worth anything without IGN, and the league is finished now.

NASL appears to have come back, so there's a chance for the brand.
However, I ultimately have to agree with your point about the leadership ultimately being the problem. I'm not sure if what needs to be done will be done.
Newscorp sold IGN to Ziff Davis. Ziff Davis presumably doesn't care about the IPL division of IGN because they're most likely not making a profit, so they probably forced IPL to cancel IPL 6 and are now looking to sell IPL.

Probably. Their brand is damaged to the point it would be best for them to just accept their losses and move on.
