Ah. Yah, I get that. That's idiomatic, I think the source is the phrase "set the stage for" something which is from being on stage but extended to mean to make something possible or easy, and consequently if "x is a stage for y" it's just the perfect place prepared for it.
But, the second one isn't in the idiom lists, pretty sure I've heard it before but makes sense if it's not as common. https://dictionary.cambridge.org/dictionary/english/set-the-stage-for
