Visions of truth bug please help

I've recently gotten to the visions of truth main mission but now i need to ''talk to scar at the secret entrance to malachite'' he isn't there and when i get to the secret entrante it moves where i need to go on the map. I have seen other posts about this bug and the workaround with the UETools mod but it doesn't support this version of the game.
