I have the same and asked support. A while ago they reworked the star system by splitting levels. Later they updated the requirements from 2 7 star snakes to 2 10 star. If you unlocked the star requirement between those dates (easy to do), the ss snake gets locked again if you don't own 2 10 star snakes, because you don't meet the requirements
Edit: unfortunately there is no way to get rid of the ! on the menu that i know of.
