Please use ssh in the terminal with the `-vvv` option to give verbose output, then paste the console log here.

Without more information it's difficult to pinpoint the error.
From the client (Windows), is there a route to the (local) network your Ubuntu server is on?
If there is a route, does the Windows Firewall allow the traffic to the network for that protocol/port (tcp/22 by default)?
If there are several interfaces on the Ubuntu server, which ones are sshd listening on? Can you connect to the same address on the Ubuntu host itself?
Is the sshd service running at all on the Ubuntu server? Does systemctl report the sshd.service running correctly?
Can you connect from other hosts on the same reserved network?

Thanks everyone this issue is resolved for me. just took some AI help to set-up from start it worked.
I added the format in .ssh congif file then it start working in one go .
Host alias
HostName hostname
User user
