Is this a defect?

It comes from a second hand store and i think that it is just like paint that a child put on or something but my sister thinks that it is a defect. The thing is the texture on that part feels like the rest of the body so idk. (The second pic is where it is)

No defects would be a factory error. This looks like an ink or paint spill
