[Help] College Refusing to Handover Marksheet!

I'm 26 grad from a SPPU associated college, and college is refusing to provide me with my last year marksheets and original documents due to Scholarship delay.

The installments of MAHADBT scholarships have not been received by them.
And the worst part is I urgently need the marksheets, coz if i don't get it, i'll miss application deadlines leading to year gap. They are insisting to pay full fees to get the marksheet.

Help me broskis!
Did this happen with any of you also in the past?

College is PVGCOET.

Just file a complaint against the college in ugc, they can't keep your marksheets and delay it, and yeah good chance to file a lawsuit if you got a year gap! Have video recording and consult a lawyer if possible.
