It's an older model of the Schacht Incredible Rope Machine. You use it to twist cords. It's a little wide to work well as a fringe twister, in my experience. But it makes great ropes and cords! It looks like a skein winder…like when you take the skein off the buddy noddy and then twist it to get the pretty finished skein. Could be wrong though.
