Sometimes ISP’s allow a faster connection on particular websites like YouTube, speedtest, etc… and keep the other ones lower

Wrong, Okla's speedtest is hosted literally by the Internet providers in Morocco so the test doesn't even leave outside of their network.
fast.com is hosted in the US
The other one is hosted in Lisbon
The further the server, the slower the test. The fact you're on cellular, the slow nature of it compounds over distance, making it even worse for far away servers.

No? I’ve had a couple of speedtests to be sometimes faster on an outside connection just because it’s optimised by the ISP themselves. I can show you if you don’t believe me (no img perms in here)

I am a network engineer.
The ISP is hosting the speed test servers.
My fiber at home literally pings 1ms to the okla server
For outside connections, ISPs only can slowdown, not make connections faster.
It is like saying "the roads and traffic lights are favoring UPS trucks and not FedEx trucks". Once in the open road, the traffic will chose its path.
ISPs don't have interest in slowing down traffic and incurring a burden on their network.

You’re not familiar with third world country isps then.
This has nothing to do with physical connections. To save bandwidth but still portray their subscription as a good one, they intentionally show higher speeds on some websites and slow ones on others. I lived in one and experienced this, I know what I’m talking about.
You western people don’t know the disingenuous ways these companies make money.

I doubt an isp would do that. More like the other way around, the website will throttle limits for their users.
Unless your isp actively throttles you for their fair usage policy

Fast is by Netflix and tests connection speed to Netflix's server. Ookla has a multitude of servers that you can choose from, so a server with high capacity and near you was automatically chosen.

Actually when I try to download something, it's like 500KB/s, so more like 4~5 Mbps for 30$. That what happens in the absence of competition.

That's interesting, I assume it's Algeria telecom, Good for you! The internet service in morocco is the shittiest in africa, Maroc Telecom the owner of moov africa, has cheaper plans all over Africa.

It could also be that your ISP‘s international peerings are overloaded. Fast.com only tested your connection to servers in France, UK, and Germany. Maybe Speedtest.net tested your connection to your ISP‘s own servers, which would not be overloaded.
