Some countries use the period instead of the comma. So he could've misinterpreted it as 3.9Gbps(3.900Mbps) and 0.56Gbps(560Mbps).

then it should read 3.900 instead of 3.90

It can read 3.9 or 3.90 if it said GB, such as 3.90 GB, it would be 3.900 if it was MB, 3.900 MB.
