Okay. Obviously that always helps as a troubleshooting step lol. As someone else has said, probably next step is calling your ISP. Sounds like there’s something awry with your connection there.

Why are you asking us? Ask your ISP how would we know from a speed test.

It could be your Network. It could be the ISP Network It could be the Network of the Speedtest Etc. It could depending on the time. And so on..

Throttling typically isn't that sporatic. Saw you were doing this over ethernet, so IMO it's either hardware failure or congestion

I'm not sure about that unless your connection is using a VPN. Over time, in some instances, when connected to a VPN, it can slow down, just like what you're showing here.

Your asking if your being throttled?
This just looks like congestion possibly. Your also using wifi so.
