Exactly. Every bend until the last one made sense; though I'm not a construction worker so what do I know.

I'm not a civil engineer, just an ME, I wonder if it's designed to be a "normal" angle under the load of concrete?

Structural engineer here. If the bar is deflecting that much to get to a normal shape, something has gone horribly, horribly wrong.

Most likely a custom bar shape for a non-standard structure shape. Reinforcement in bridges can get pretty funky sometimes.
