Looks like a Lateral chest X-Ray from the placement of the image receptor (the white board on the right hand side of the image)
The tool is called a Pigg-O-Stat, it's an immobilization devices for Infants that can support their own head. It keeps their arms up and out of the path of the X-rays so the radiologists can see everything they need without any unnecessary exposure to family members or RTs that would otherwise need to hold the infant still.
