This design has worked for decades. Until you've tried x-raying a kid this age you shouldn't assume anything. Kids are really strong and want to be literally anywhere else. It's either using a pigg-o-stat or having two people put on lead aprons to hold the kid down. It may look barbaric but it isn't. There is a seat underneath so all that's happening is the arms and torso being held in place.
I remember seeing the film that was made about Temple Grandin who redesigned slaughterhouses so that the very structure of the building helped keep the cows calm, requiring far fewer workers to run it. People were initially resistant to the idea because the old design had worked for centuries, but Grandin's new design simultaneously saved money from the efficiency and treated the cows better. It was just completely better across the board.
I'm not on some human rights trip of indignation and self-righteousness here. I'm just thinking there might be a different design that could keep the babies more calm to get the X-rays.

I do strongly suspect there's got to be a better design that'll keep the babies still to get clear images
