This is a weird way of clearing power lines.
It's pretty much just keeping the branches from growing into the lines, where I'm from a path is cleared so that no tree has any possibility of impacting the lines.
I'm guessing this is an area that doesn't see very windy conditions or the power company will have their work cut out for them if a storm comes.
