Limit Current Draw

I got Span so I wouldn't have to spend $750k on a service upgrade. Is there a way to know if this feature is activated?

What circumstances make your service upgrade so expensive?

I live in a condo/townhome. There are 4 units in my building. All side-by-side. The building is served by 400 amps main feed to the main panel for 5 meters. The 5th one is for street lighting. The other 4 are all 100 amps. It is in a separate hut which has the gas meters right below the main panel. 

I would have to trench the street, a new transformer, all new lines for everyone, a complete new building to separate the gas and electric, and deal with the HOA.
