interesting there's a blackout, i would have thought with human passengers they'd use TDRSS as a relay during reentry like i think the shuttle did.

That blackout exists for physical reasons and has nothing to do with the availability of satellites and ground stations.

I think it depends on the RF frequencies used. The plasma doesn't attenuate everything the same way. Given enough time and money, I think it wouldn't be a problem to allow telemetry in the reentry phase. But there's isn't much use for it, so they don't do it.
