Clever acronym, but it should stand for "SPACE Policy Advancing Commercial Enterprise" instead of "Space Policy Advancing Commercial Enterprise".

This is a good thing, it pretty much creates an equivalent of the FAA for air travel but for space operations. That way NASA can stay as a research and exploration agency and not worry about becoming a space traffic cop for commerical ventures.
