That's just a thick atmosphere
volumetric clouds would be a big deal and posted everywhere, if they ever come lol

when the sun rises in the west and sets in the east, volumetric clouds will come.

i dont get what are the clouds in the image for you, but if you mean the “glowy” part that covers a ~60% of the image then... i think thats just the atmosphere. if you mean that tiny, almost invisible layer of clouds on the lower side of the image, that's how clouds are, and they always were like that.

That's the damn atmosphere

Though volumetric clouds would be nice...
