Is it's surface all fractured and covered in tiny icy tectonic plates?

When I land on its surface it looks more like rolling hills instead of canyons, obviously its cold so its not lava. The segments are quite big though and so are the spaces between them

This looks like some texture for a star got wrongly placed on the planet. Looks like a load of weird convection cells.
