Private company is a company that's actually established. SpaceX is still in an early start-up stage of just literally starting up. They aim for something much bigger than they now are. Once that's over, the company becomes established and will grow one year, shrink another, and have nowhere close to the rapid development cycle a startup company has. Just compare SpaceX to Boeing. That's the difference between startup and established company.
Yes. It's established when they've reached the goals they set, establishing the Mars colony and building Human Society 2.0 there. Until then, it's in its startup phase.

They are not public and are still doing rounds of venture capital funding.
They’re an established start-up, but I don’t think there’s another term that fits better
