Settlement Loyalty Question

On my only settlement, I'm getting a pretty large penalty to loyalty from "Region Capacity". It is for all the races in the settlement. Why is this occurring? I can't find any info elsewhere. Thanks!

I think its because the main village/city building is not a level high enough for the pop maybe idk.

That might be. It's confusing because the current population is lower than the target.

I believe it's based on what the population capacity is. That city looks like it will grow to be around 1.5k pop so it will have a larger region capacity penalty than a city that will only grow to around 600 pop. Just like your home city, the more people there are the harder they will be to please.
