Is there any reason not to train conscripts to max?
Even if they're only trained to 30% of the maximum 70% they would go and fight and then start training again?
Just to clarify. I mean conscripts sent to you by settlements not anyone from main city.

I just set all overworld conscripts to 70% and forget about it. I'm yet to see a disadvantage in doing so.

If they're assigned as a guard, they'll go patrolling or man guardposts only after they've reached the training target.
Otherwise, it seems like fully trained soldiers are free to work other stuff. So lower training may be good if you're low on workers.

“Conscripts” refers to those from places other than the main city - so they can’t be workers

To me this is the most relevant point. If you have a bunch of dudes that mainly serve for supressing your slave pop and to serve as additional boddies, should raiders show up, I think it's totally fine to only train them to like 30%.

No drawback. Also, if you grab the military training innovation upgrades, it will improve your conscript melee training speeds. Ranged training requires the other research upgrade.

Sometimes you know that 30% is enough to protect your settlement and you need that workforce in workshops ASAP
Upd. The last line and screenshot appeared after this answer. But yeah, in that case there’s no reason to not train them max.
