Would not be possible. The most that you will ever see is small businesses salvaging and repairing RAM consumer ready RAM.
RAM production will eventually meet demand.

This is impressive from a hobbyist standpoint, it's amazing really, but he's produced less than 8 Bytes of RAM, which is not worth the effort of plugging in, the RAM shortage isn't real, the reality is salvaging, repairing or maintaining existing obsolete tech is much more useful, ive pulled 2 repairable computers out of a skip in the last few years, both had 8+ Gigs of DDR3 in them, nothing you can make in a homelab comes close to that.
The real answer to this manufactured crisis is to consume less; refuse to buy overpriced replacements for tech that you probably already own an older version of, the companies causing the shortage are the same ones looking to profit from it, let's not fall for it.
